Scott has sometime back that he was passing the torch of TWIP on to his friends. So I think he still has an interest in it but he's moved on to other projects.

Why did scott bourne split with TWIPphoto and spin off Photofocus?

It doesn't appear that what you have asked has happened. It looks like a simple case of rebranding. In this case you can still find TWIP listed at a new site called http://www.twiplog.com/ . Scott has sometime back that he was passing the torch of TWIP on to his friends. So I think he still has an interest in it but he's moved on to other projects.
I hope that I have not confused you.
