Once you have created an action and it appears in the palette, you can save it to a file for sharing with others or reloading. Select the action set that you want to save. From Actions Options and Save Actions. Enter a file name and where to save. Then Save.

You can now load the file when you need it or share attach it to e-mail and share it with someone else.

You can create an action set that includes only one action.

From photoshop you can only save action sets directly and not single actions. From the action pallet's drop down menu use save actions.

Open an image.

Choose new action from the action palette.

Name the action.

Press the record button at the bottom of the action palette.

Perform the tasks you want to record.

When all the tasks are complete, press the stop recording button at the bottom of the action palette.

I just checked out CS4, mine saved just by stopping the recording.

The above posts should contain your answer for previous versions
