Unfortunately there is none, there are a number of low cost options but as you said you aren't willing to pay. the cheapest option would be for her to either get a internet package for her phone, or if she has a laptop another internet connection.

There is no free in this world especially if you are calling from US using local numbers to call a mobile phone in Spain.

You can try VoIP it is cheaper compared to ordinary mobile or land phone rates.
