In the middle of the day, I'd have to go with the Tappan Zee. Although the traffic is utterly miserable during commute hours, I have found it to be bearable in off hours. And when I took the GW during the day, it was pretty bad.
I do have limited experience, since I don't live in NYC, but the times I have driven this (from DC to Boston), the Tappan Zee in the middle of the day has been the best bet.
Having said that, if you're doing it during any kind of rush hour, I'd avoid the TZB like the plague (or swine flu, or whatever is the worst disease out there right now). The GW is not great, but it's still better than the train wreck that is the Tappan Zee during rush hour.
