It's not cruel to keep a goldfish in a bathroom, but it is cruel to keep them in a bowl. Even the smallest varieties of goldfish will grow to 6-7" not counting it's tail fin. Additionally, gold fish need plenty of swimming space for a fish it's size, so one really needs 15-20 gallons to be comfortable.
While a bathroom is not cruel in and of itself, the potential for hair sprays, cleaning products and other airborne chemicals getting in the water is quite high and since most of these chemicals are deadly to fish, I wouldn't recommend placing any fish, in any size container in a bathroom.

Decor is fine, but remember that these are delicate fish and prefer smooth pebbles or stones. They also require expansive swimming space. Tropicals are more suited to hiding places.

Question about gold fish, question is in additional details
My question is, do goldfish need anything to keep them entertained ie. weeds, little bridges etc. or is each other's company enough?
Also, is it cruel to keep them in a bathroom? (It is a very large bathroom btw so they would be no where near the loo.)

Single Tailed goldfish require a min. of 20-40 gallons per fish, and a double tailed goldfish requires from 10-20 or more. Most bathrooms are not large enough to accommodate these sizes. What's even better for goldies, whether single or double tailed, are ponds....again, I don't think a pond is going to fit in your bathroom. lol Decor is fine, but remember that these are delicate fish and prefer smooth pebbles or stones.
