Next Question
I run into the same problem with my Chihuahua. I will usually wait for the rain to stop before taking her on walks, but if it's just to go out for a quick pee, you can always accompany them with an umbrella (this works sometimes).
If it's raining hard, sometimes my dog will look at me and go back inside determined to hold it until it stops.

LOL. If they need to 'go' they will - try to make it fun, perhaps go out with them at least for a minute or two to break the ice. If they are the thin and no hair types perhaps get them dog coats and they might enjoy being out in cold wet weather a bit more - but really can you blame them...
