PLEASE NOTE
Due to the overwhelming number of emails she receives, Victoria is unable to respond to personal training question-related emails. To find a trainer appropriate to your needs, she recommends visiting the following websites:
The Association of Pet Dog Trainers (USA)
Association of Pet Behaviour Counsellors (UK)
Association of Pet Dog Trainers (UK)
She does, however, have forums, and a twitter and facebook presence:

http://twitter.com/ItsMeOrTheDog

If you are a fan of her training methods, I'd suggest contacting a certified clicker training expert in your local area. You'll find that trainers employing these methods provide very similar if not identical behavioral shaping and training for your dog as those examples you see on Victoria Stilwell's TV program, It's Me or the Dog.
To assist you, I've included links to clicker training and recommended dog obedience training associations, good luck to you and your canine!

Officially, it would appear the answer is no. From her website (http://www.victoriastilwell.com/contact): PLEASE NOTE

Hi, Great question. Victoria Stilwell is well known for her positive training methods and it would be wonderful to be able to have her advice or response to your direct questions, however, she is not able to provide individual answers or to reply to your emails or messages because of (as you can imagine) her very full schedule as a TV star.
