I would look to see if there is a local Pug Rescue in your area.

I would not recommend buying from a pet shop since they usually purchase dogs from puppy mills. Puppy mills are typically inhumane and your are more likely to be left with a sick or unhealthy dog.

Believe it or not, even the most popular breeds have many rescues available since people jump into getting a dog without thinking it through.

Make sure that your lifestyle matches the habits of a Pug, and be aware of the problems that this particular breed may have.

friends of mine got thier pugs through petshops or from the amish in lancaster pa

Check websites like Kijiji and Craigslist, or go to a dog show in your area and look into the breed. To get the best quality pug pup possible, look for a breeder with a health guarantee, strict adoption policies (because that typically means you will be getting a well-cared for baby), and usually a breed-specific breeding program. You want to find a breeder who is in love with the breed and one whose standards prevent them from breeding poor-quality dogs with each other.

Be very careful about rescues. Some are collectors in disguise unfortunately. A true rescue will be one that is well regarded by humane associations and care about the well being of the animals, not the price they can get from them. Most of the pug clubs in your area know which rescues you can trust and which ones are questionable. You might also consider a "small dog breed" rescue.
