I would say no. I have seen some pretty stupid dogs in my life. I've seen dogs repeatedly run into the wall, chase their own tails, run right out in front of cars and get run over and then do it again. So I think some dogs are slow and challenged just like some humans!

In their own rights, yeah.. But one breed to another cannot be compared due to the fact that they have all been bred for different reasons, a process centuries in the making.. A border collie would be considered one of the most clever dogs because they have been bred to think, to strategize.. Another dog would be smarter in the sense of manipulating, using tactics.. etc.. Most dogs are trainable to the same extent, but the time and effort needed also depends on the dogs personality. If a dog doesn't listen, its not because it's dumb, it just thinks it's the master.. There are exceptions, but a mentally retarded dog is unlikely, though several personality flaws could have resulted from inbreeding.. But all in all, dogs are smart, and they all can learn tricks and to listen. You just gotta show him who is boss.

And like human intelligence, it seems to be largely a function of how consistent their training was.

Well it depends on the dog, just like it depends on the human, but an untrained dog does not mean it's stupid it just means the owners were irresponsible and possibly lazy.
