Pen and Paper RPG Question: For a first timer, what's the best game/set of rules? Free online resources a plus.
You can leave an optional "tip" with Mahalo's virtual currency, Mahalo Dollars. If you are asking a difficult question that might require some research, or if you'd like a wide variety of feedback, a higher tip often leads to more answers to your question.

From the official site: "The stories told in this game are set in the World of Darkness. It’s a place very much like our world, sharing the same history, culture and geography. Superficially, most people in this fictional world live the same lives we do. They eat the same food, wear the same clothes, and waste time watching the same stupid TV shows. And yet, in the World of Darkness, shadows are deeper, nights are darker, fog is thicker. If, in our world, a neighborhood has a rundown house that gives people the creeps, in the World of Darkness, that house emits strange sighs on certain nights of the year, and seems to have a human face when seen from the corner of one’s eye. Or so some neighbors say. In our world, there are urban legends. In the World of Darkness, there are urban legends whispered into the ears of autistic children by invisible spiders."
You can download a free introductory kit at http://www.white-wolf.com/downloads.php?category_id=15. The kit has the basic rules for Vampire: The Requiem, which is the first scenario.

M$For my stepson's 10th Birthday party I introduced him and his friends to D&D using the D&D starter set.
I preprinted 3 character sheets for each person (1, 2 and 3rd level). We played for 3 hours, after each hour I leveled everybody up by giving them the new character sheets for the next level. Everybody got a miniature and their own dice. Most of them are still playing 5 years later.
I've attached a link to a list of free RPG resources as well.

M$I'm assuming a novice GameMaster as well as novice players. An experienced GameMaster will usally run whatever he is comfortable with while minimising focus on the mechanics. For example games I run with novice players are usually all but freeform.
A alternative to the good recommendation of the D&D Starter set above might be microlite20, which I successfully used earlier this year.

Since the original pic I had for the D&D character sheet is no longer online, here is another:
