According to the DMV of North Dakota: 16 is the minimum age if you're not farming.

"The minimum driving age in North Dakota is 16. You may not drive in North Dakota if you are under 16, even if you are licensed in another state. However, a North Dakota resident can obtain a restricted license at the age of 14."

The restricted license covers farming practices:
"1. Age 14 or 15 may drive a farm vehicle within 150 miles of driver’s farm, having a gross weight of not more than 50,000 pounds, when transporting agricultural products or farm supplies."

a teen can apply for their learner permit at age 14. they can apply for their drivers license any time after that having first completed a drivers education class.

I'm gonna say 16 or 18 I don't know its just that in most states its 18 because of teen drivers getting to car crashes like crazy.
