I would take Mercers Index on quality of life as a guideline.
Health, crime, infrastructure, safety, availability of consumer goods and quality of housing etc. are all important factors in everybodys life and especially play an important part in raising children in a safe, clean and healthy environment. Last but not least education standards also play an important role for your kids, for their future and their understanding of the world, adding to them being safe and taken care of.
Top 5 on Mercers:
Vienna, Austria (1st)
Zurich, Switzerland (2nd)
Geneva, Switzerland (3rd )
Vancouver, Canada (tied 4th)
Auckland, New Zealand (tied 4th)

The last one is very important, not only will businesses like movie theaters help the economy in the city, they will keep kids occupy. You know the saying, "An idle person is the Devil's workshop".
-You can replace "person" with kid if you want!

• Thank you! This makes me wonder about the average age of these cities. They do seem safe for kids, but how many kids do actually live there?

Based only on personal experience (mom to four) what would make me feel safe in raising my kids in any city are the following: sense of community (like neighborhood watch programs and people who seem to take an interest in one another), school system (ideals and high academic standards), health care provider availability (a necessity for children), and environmental concerns (like pollution, toxic waste, and everyone doing their part to keep our city clean). It really does take a village to raise children and as a parent you would like your kids to share and see in their community the ideals that you are trying to teach them at home. Hope this helps.

I personally believe the features that make a city safe for children are: Low crime rates, safe competitive schools, knowing others in the neighborhood and a lot of entertainment. The last one is very important, not only will businesses like movie theaters help the economy in the city, they will keep kids occupy. You know the saying, "An idle person is the Devil's workshop".
