you can't make toddlers quiet, so yes, invest in ear plugs. Or just join in. My daughter shreaks so loud, but we tell her to be quiet, and it usually works (usually). She is 3

If he is consistently loud, I would get his hearing checked. My son babbled forever and was always loud. His pediatrician assured me everything was fine, then the babbling gradually faded and he didn't talk, only screamed at the top of his lungs. Your child doesn't have to have a lot of ear infections to have fluid build up behind the ear drum. Until I had a bf at the doctor and made them give me a referral to the ENT it did not get better. However, if he just insists on being loud and everything is fine then explain to him that if he is going to be loud that he will have to go and be by himself. My oldest son did not have a hearing problem and is still extremely loud. Take into consideration other reasons too. For example, if the child is around grandparents or others that are hard hearing they will become loud. Otherwise, think of it as one of those FUN phases! Good luck, maybe he will calm down soon.

If his hearing is fine then after having four of them I find distractions work best on the toddler mind. When things are getting out of hand here I turn to my wonderful list of distractions, whether I pull out a game that I know they love to play or start a craft or put on a well loved movie or simply take them outside it seems to work. We work on the Barney premise here, we have indoor voices and outdoor voices at the toddler age is the best time to teach them that when we are inside voices don't need to be at the same level as running around in a park and screaming to get someones attention. At three they really start enjoying the sound of their own voice, I have twin three year olds (boy/girl) and trust me I know all about that. My daughter has had quite the vocabulary for sometime so instead of screaming she never stops talking, sometimes I wonder how she can still take a breath. My son on the other hand is slightly behind her when it comes to the language skills so when he wants you to know he isn't happy about something it tends to be a scream to get the closes adults attention. Either way it is part of the way they are forming independence in their worlds and it will pass, I have a six and seven year old to prove it but see it as a teaching experience and he'll find a new way to voice his opinions.
