Our twins constantly pull each other's hair. Do I have to stop doing it?

I'm no expert, but I really don't think it is a good idea to allow the twins to carry on in this fashion. You don't mention whether they are boys or girls or one of each, but the fact that they pull out each others hair in "small bushels" can't possibly be good for their hair, their scalp or their characters!
Even if they don't cry, there can be damage done and they must be doing it with a degree of force to have hair coming out in large amounts.
If they think it's fun, and a laugh, they may try the same with their friends, who will not think it funny, neither will their parents who will be complaining to you about your kids behavior. For everyone's sake, stop them doing this.
