This is actually two questions, requiring different answers. If the vehicle is involved in a crime, it is usually seized by the police, finger printed, searched thoroughly, legal owner determined, if possible, and held in custody and control of the authority responsible for the case. After disposition of the case, it is confiscated, sold at auction, or otherwise, returned to the legal owner if that person was not engaged in the crime. In cases of suicide, the vehicle is searched, released to the rightful owner.

They are taken in as * Evidence *. They use them for what ever they need, and for how ever long they want.
Afterwords they give it back, or in case of a suicide, its returned as property to the family.
