Depend on how you define 'best'.
Both operating system properly configured are very stable and can provide a great environment.
For a personal computer, if you're not a programmer or a person with a lot of knowledge of computer and doesn't have many hours a day to script your task, i would recommend Windows XP.
For a passionate programmer, for a web (or others kinds) of server, for someone who is curious about computer in general and have the time to learn it i would recommend Linux. I don't think redhat is better than others Linux distribution and many of them are free, you can download them and try it.
If you only have use version of Windows and want to learn more, i would definitively recommend to download some version of Linux, Free BSD and others free operating system, they can teach you a lot.
