I made the buttons work by opening the scanners and cameras window (control panel > scanners and cameras> select the scanner>click properties> events tab>copybutton>I selected the HP LTX and the Copy Utility). All of the buttons now work and the scans appear as they did when the scanner was connected to 98 and XP machines.

Follow the steps below it will fix your problem
Step 1

Check the HP Scanjet scanner's cables to ensure that they're properly connected. Check the power cable, the USB cable and any other cables such as the Transparent Materials Adapter (TMA) and Automatic Document Feeder (ADF) cables.

Step 2

Make sure that the item being scanned is lying flat against the HP Scanjet scanner's glass. If the scanned image is still fuzzy after adjusting the object, clean the scanner glass with a lint-free cloth and some vinegar or ammonia-free window cleaner.

Step 3

Uninstall and reinstall the HP Scanjet scanner's software. Click Start > Control Panel. Open "Add or Remove Programs." Scroll down until you see "HP Scanjet Series" for your scanner model. Click "Change/Remove." For best results, navigate to the HP website to download the latest version of the software for your model scanner before reinstalling.

Step 4

Reset the HP scanner. Close all HP scanning and image management software. Disconnect the scanner cable from the computer. Press the power button on your scanner to turn it off. Turn off the computer and wait at least one minute before powering it back on again. Reconnect the HP scanner cable to the computer.

Step 5

Test the HP scanner. Disconnect the USB and power cable from the back of the scanner, then reconnect them. Listen and watch the scanner. The scanner carriage should move back and forth and the warming lamp should turn on. If your HP scanner doesn't do this, there may be a hardware problem.

Step 6

Ensure that the HP scanner buttons have not been disabled. Click Start > Control Panel > Printers and Other Hardware > Scanners and Cameras. Right click your HP scanner and select "Properties." Select the "Events" tab. By "Select an Event," select "Scan button press" from the drop-down menu. Ensure that "Start This Program" and "HP Scanning Software" are selected. Repeat this process for the other buttons on your HP scanner, which can be found in the "Select an Event" drop-down menu. Make sure that "Take No Action" is not selected for any of the HP scanner buttons.

Step 7

Select the "General" tab on the HP scanner properties window. Under "Diagnostics," select "Test Scanner." Note any error messages given by the HP scanner test software.
