I have created a screencast to answer your question:
Here is the high quality version of my screencast:
http://www.screencast.com/t/AjEdO9bFi8
Here is the embeddable, but low quality youtube video:
http://www.youtube.com/watch?v=yKKs6fJU8Mw
In the screencast, I talk about the lack of downloadable / installed toolbars and how the problem has had an effect on the social network, Stumbleupon.com. Here is how Stumbleupon and other toolbar centric services have solved the problem: http://www.teknobites.com/2008/10/04/stumbleupon-for-opera-chrome-safari-browsers/
I hope that my answer is helpful Jacob!

The second question, to set up the home page
"Click the wrench menu .
Select Options.
Click the Basics tab.
In the 'Home page' section, select the location of your home page:
'Use the New Tab page'
Use a different webpage: Select the option 'Open this page,' then enter your desired web address in the text field.
Set up ways to get to your home page:
To have a separate button for accessing your home page, select the 'Show Home button on the toolbar' checkbox. This Home button appears between the reload button and the address bar.
To see your home page every time you start up Google Chrome, select 'Open the home page' option in the 'On startup' section.
Click the Close button."
Adding another tool bar: I am not sure what to do.
To set search engines, you add them to bookmark and place them on the bookmark bar.
You can go to http://www.google.bg/support/chrome/ to get help on other items.

- How do you add bookmarks in Google Chrome?
Right to the left of the address bar is an icon with a star. Click it and it'll add the bookmark, bringing up a dialog box where you can change the bookmark's name, change its folder, go to a more advanced editing screen, or remove it entirely. When you have bookmarks, they show up underneath the address bar when you open a new tab.
- How do you set a homepage in Google Chrome?
To the right of the address bar, there's an icon with a wrench and an arrow. This is a dropdown menu; click it and choose "Options". Once you're in Options, go to the "Basics" tab. You should see a section that allows you to set a homepage. It also lets you add a "Home" button to the main toolbar and to bring the homepage up every time you start a new tab.
- How do you add another toolbar?
You can't -- Google Chrome was designed to have a "clean" interface without a lot of toolbars. Some people suggest "cheating" by using bookmarks:
http://techie-buzz.com/tips-and-tricks/get-google-toolbar-features-for-google-chrome.html
- How do you get search engines on a toolbar (Wikipedia, Google, Mahalo, Amazon, etc.)?
Again, you can't, but the address bar doubles as a Google search engine. Type in a search term and it'll bring up the Google search page for it.
- Any other thing that you think might be helpful to a new Google Chrome user.
You can tear off tabs into new windows. Sometimes you'll do this inadvertently. I guarantee that when you do, you'll have no idea what just happened. But fortunately, you can drag the tab right back to the address bar.
Incognito mode is useful for many things. For example, normally you can only have one Gmail account open at a time, because of cookies. But since incognito mode doesn't pay attention to your cookies, by opening an incognito window you can sign into two Gmail accounts (or whatever else) at once.
Google Chrome's apparently coming out with a new operating system, Google Chrome OS. I don't plan to switch, but it's worth looking into once more details are set.
