if you see this person, say, "Hi. How are you? would you like to see a movie or have coffee sometime?" and end it there. leave it open ended so they can answer you first and if they say, "why are you asking?" and just reply, "oh, because I think its great to meet new people and I am curious and would like to get to know you better," and then say, "you don't have to but i thought I would at least ask anyways," and if they say no, walk away gracefully and if they say yes..you have that chance to make another impression and get more info about this person. get their phone and email address info and if they say no, just think inside your mind, "their loss, not yours," and that they just missed the chance to meet someone wonderful. their loss if they say no.
don't beat yourself up either if they say no. if they say "yes" then great. good luck and hope all works out well for you. just don't push them any further if they say no.
