Without jailbricking your iPhone, there are currently no video apps, but you might want to try out the 12seconds app for $0.99 in the App Store. 12seconds.tv is now available to the public. The app allows you to do a 3 picture slide show, which you can take then or choose from your Library, and record 12 seconds of audio.
You can view 12seconds.tv user submitted content via this app as well. I downloaded this app and used it to make iPhone App reviews using the iPhone's screen shot feature (hold down Home button and the Sleep/Wake button simultaneously).

This application is never going to take off on iPhone due to the bandwidth issues--which really sucks because the iphone does take some nice videos.

Currently you can only get it on a jailbroken iPhone. According to Mashable, "Qik expects to release the feature in alpha next month."

To be honest the application is great but it doesn't work unless you are on wifi. for some reason the Edge and 3g networks by AT&T are so bad at uploading that it actually takes an hour to upload five minutes of streaming. This application is never going to take off on iPhone due to the bandwidth issues--which really sucks because the iphone does take some nice videos.
