Yes, it is dynamic, but it is unique. I can't find a setting in the preferences to show people a friendlier, smaller URL but I don't see anything stopping me from assigning a canonical name (CNAME) to a domain that I own (or set it as a redirection), so I gave it a try:
If you go to http://profile.veraperez.com , you will notice that it redirects to my Live profile. The end URL is still the same long ugly one, but I no longer have to remember it when writing it or sending it to a friend.

What is the URL you use to direct people to your Windows Live homepage?
The default URL I see is similar to this
http://cid-f2297ced4e8xxxxx.profile.live.com
not very user friendly, plus i think this may be a dynamic address?
