Not really.
Unicode is a standard. The characters are defined and characters can not be inserted or removed.
There are modifications available for Unicode. UTF-8 is a popular one. So, it would be possible to create your own standard. However, a standard is only as powerful as the people who use it and if you create your own, it would likely only define your character set and would loose many of the advantages of unicode itself.

is it possible to create your own unicode symbol to use it as part of unicode text, like in create your own font from handwriting?
