I wouldn't say Twitter's been taken over by spammer bots. While I don't have the most followers in the world, I do have more than 100, and I only get one or two spam followers per day, if that. The nice thing is that Twitter makes them easy to block.
You're probably looking at trending topics. The thing is that since they're listed so prominently on the main page now, they're easy targets for spammers. But keep in mind that each individual spam page won't get that much traffic, and a lot of people quit fairly soon after they start.
