Can I run a small web server on Comcast. What are Comcasts restrictions for a server.

Absolutely forbidden in your terms of service. At the least they'll send you a warning, at the worst they will cancel your service.

Direct quote as a prohibited activity:

"use or run dedicated, stand-alone equipment or servers from the Premises that provide network content or any other services to anyone outside of your Premises local area network (“Premises LAN”), also commonly referred to as public services or servers. Examples of prohibited equipment and servers include, but are not limited to, e-mail, Web hosting, file sharing, and proxy services and servers;"

You can only run it inside of your local network, you cannot use it to service people beyond your cable modem. I am a web programmer and I telecommute, Comcast doesn't care that I have to run IIS on my work machine, but they will sure care if I use that machine to host a website that can be reached outside my LAN.

More I read about it and the more i look at it, it says web host not website.

@project, a 'webhost' is more or less a 'website' in those terms.

Sure you can I have until they started limiting my upload speeds so yes until you start reaching a certain limit. It depends on how much traffic you website brings if its just you and say a couple of others you can probably get away with it. If its you and say several hundred people probably not because just like they have a limited on bits downloaded they also have a limit on bits uploaded. Best thing to do is to set it up, use a bandwidth monitor. If they don't send you a warning letter you should be OK. If they send you a warning letter, check you meter on your bandwidth monitor and that should tell you have much bandwidth to sign up for should you choose to get a hosting plan, or to limit the amount of data you are serving.

Here is the monitor I used it give a large amount of data usage on the server
such as how much data you transfer a day to what hour you transfer the most data. It not free but it is a useful tool for tracking you website.

Most of the time if you usage is more then what Comcast allows you can use a free hosting service like googlepages to host all of you content and just redirect you domain name to it that what I end up doing. googlepages don't use any ads or any thing like that on it hosted pages which is a plus. You don't have to use their site creator either you can use your own favorite web tool and just upload the page to your web folder really handy if you already have a google account.

Also keep in mind that if you are using your home plan to calculate the amount of data you use on it for example if you do a lot of streaming especially HD content(ie. youtube, netflix, hulu, etc), online gaming, or even a lot of web browsing.

As it was stated before, the Terms of Service (which they have been updating actively lately) won't allow for PUBLIC services. For a personal server, it's OK.
