I would rate his performance as about a 1. Of the "Big Three", only GM and Chrysler needed bailouts, and of those two, only GM needed more than one. For years, GM has decided that, rather than spending money to come up with innovative new automobile technology, they decided to keep doing what they were doing. It took the recession to make them realize that in order to keep business they needed to improve their cars. Now their base market is vanishing and they're are collapsing. Also, in 2007 they had a higher sales margin than Toyota, but last year in 2008, Toyota edged them slightly. The only good thing GM's CEO did for his company in the last couple years was to get the bailout from Congress.
