about Fracture Game Walkthrough
In Fracture on the 2nd part with the vehicle, does anyone know why my shields wont recharge?
No one is shooting at me. I'm on hardcore.

You should try reloading your game. Sounds like a glitch.
I found a forum post where something similar happened to somebody else and he just reloaded the game.
