There's unfortunately nothing that you can do on the PS3. The only fix is a console one for the PC. The best option is to just forget about scrap metal with Walter
You can trade it to two other peoples. Winthrop will give you a few things for scrap metal if you talk to him in Underworld. Protector Casdin is the better deal though. He'll give you ammo, stimpaks, and frag grenades for scrap metal.
