Ok - Graphics Editor People
I Need a better ( free ) editor.

I have an old photo (1891) It is a street scene I want to enhance it slightly.
I need an editor that will divide each existing pixle into four pixels.
Imagine a single pane window being replaced with a four pane window.

I have MAC and PC so I can use most anything.

Any one know a program that can do this.

Did you check "The Gimp"?

It's very complete, very similar to other graphics editors that you have used before and Open source.
The only detail is that you should be sure to save your finished work in the format that you want, let alone The Gimp saves in an Open Source format that I don't like.

downloaded Gimp this morning. Couldn't find a way but maybe with the advice from the second answer, I can make it work.

Check in Gimp, tools, sharpen.
and change the sliders, perhaps you find a point more appealing for you.

To do what you describe, you'll need an editor to resize the image up 200% using a "Nearest Neighbor" resampling algorithim. Paint.net will do this if you select Nearest Neighbor from the resampling dropdown. There isn't a way I know of to do this without making the image larger.

That said, I don't believe fixing up your image will be easy; you've got some serious noise issues for example. I have some experience in this with Photoshop, if you want to get in touch with me back channel, though only the advice is free.

I agree with you in that respect, actauly. If it were me I would do some serious cleanup on the grain from the print before trying to resample the image. However I don't know of any free tools with noise reduction as good as Photoshop's and even those tend to be rather blunt edged.

The bad news is any re-sizing here will enhance the "rhythm" in the pixels as this is from a printed source and not a photo scan. Kind of odd he awarded the "best answer" without resolving his problem first...

I did a couple versions for you, the problem with using any program on that pic is that it is front a printed source and has distortions built into the pixel arrangement. If it was a photo scan we could do ANYTHING we wanted to it...
