I just noticed this this year. It seems to be some kind of East Coast thing, meaning "so what" or "it doesn't really matter". I usually hear it in the context of "I was 'meh' about it." It's usually accompanied by what could be termed a "Gallic shrug": It's from The Simpsons:

The word was recently added to the Oxford and Collins dictionary. And is defined as.. "an interjection expressing indifference or boredom"

I found a thread that basically says, "meh, I don't know." How's that for self-referential answer? Anyways, for your amusement, see the link below. The last answer seems to be the best I've found.
