If you've known the person for some time, arrange a trip to skydiving, skiing, concert type of activity. An activity that is kind of public, but you two can be yourselves while being with each other. This gives you a time to explore each other and share the feelings in private moments.
Scenario #2
If you've not known the person, try to get in touch with their friends/cousins/whoever they hang out with. Arrange a gathering (like paint-ball, theme parks, etc.) at least 2 weeks in advance of V'tines day. That will be a good time to know the opposite person, and let him/her know who you are. Get his/her number, and arrange a coffee/lunch out a day or two after your outing. One that is done, go back to Scenario #1 :)
