We have several candidates for your consideration:

The Tree Bank Robber - did he think the bank was in a forest??

BeerHead - How could he see? Doesn't he understand the value of peripheral vision when attempted a robbery??

Scrubs Man - Not the dumbest disguise I've ever seen in terms of hiding his appearance. But pretty easy to trace which hospital/nurse he'd get those from n'est ce pas? Stupid!

Marker Man, Part Deux - This bandit also thought a Sharpie marker was the answer, giving himself a beard and moustache. You have to wonder--WHY?

Well there's the story about the robber that duct taped his entire head and you really should read the entire article. It's quite humorous, but while looking for a photo of that (which can be viewed at the above link), I found a story about a robber that died from spray painting his face...

I'm not sure of the particulars but I remember watching something that showed a robber with a paper bag over his head. He had a hard time keeping it straight and when running away, nearly knocked himself out cold because he could see where he was going.
