This could happen. According to Poultry Help Website (2005), the double shelled egg happens when an egg is ready to be laid reverses direction and gets a new layer of albumen covered by a second shell. They have a picture of an incident of it and other egg oddities from 2004.

I was raised on a farm with chickens and I have never saw anything like that but I have seen a lot of weird things, double yolks, colored eggs. I believe it. Maybe if the hen had an egg that was not passed, it could have been stuck or lodged by something. Then it started another egg I believe it is possible that the second egg formed around the first. I would seriously believe it. I vote true.
