It's a fragment of an eating utensil, according to the Associated Press. From the picture provided, it appears to be the handle. Handle pictures below. As for what kind of plasticware, the article doesn't say and you can't really tell from the handle. I just hope it wasn't a knife!

As far as a photo of a utensil, there's this, with some sort of writing visible on the handle even though it's kind of unclear:
