Of all mobile data users, does anyone know how many people pay for mobile data as a part of their service plan vs. by megabyte?

At least in France, price per megabyte if you don't have any kind of data plan is extremely expensive (was 10€/MB, but maybe down to 1€/MB). So I'd think that any data user has some kind of plan.
