I went through a number of articles, and they are all virtual copies of the one linked here. None gives the lady's name, or any additional info on her.
Apparently, she was there with the US team. Considering that Obama "summoned" her, she was probably not a part of Venezuelan delegation.
"Later, during a group photo, Obama reached behind several leaders at the summit to shake Chavez’ hand for the third time. Obama summoned a translator and the two smiled and spoke briefly"
Otherwise, she could had been one of the official interpreters at the Summit.
Note that this photo is not taken during the exchange depicted in the video, but it's the same woman as far as I can see.

Who is the translator in this exchange between Barack Obama and Hugo Chavez?
There is a lady between them obviously translating the conversation, does she belong to Hugo? Obama? the Summit? Who?
