It's always hard to tell the origin of a rumor, which is the reason they are called rumors in the first place. It was being spoken about in 2006 in various forums, then in 2008 the attorney Philip Berg brought it to the attention of the world when he filed a lawsuit claiming the birth certificate Obama had published was false.

Philip Berg filed the claim on August 21, 2008, but I don't have a date for the origin of the rumor. However it seems that the rumor was pre-dated by another (incorrect) rumor that Hawaii was not a state when Obama was born there.
