What does a "special envoy" or "special representative" (i.e. Richard Holbrooke) actually do?
George Mitchell has been named Special Envoy on Arab-Israeli Affairs, and Richard Holbrooke is America's "special representative" to Pakistan and Afgahnistan. What do these jobs actually entail, day-to-day? What special skills are required to be a good envoy or representative?
