On President Barack Obama's inauguration day, the Whitehouse.gov website transformed to fit the new administration.
There is a tab on the top left hand side of the site that says "The Briefing Room," under that tab, click "executive orders," "pool report" or "blog." Being as the new site is just a day old- I can't tell you how often it will be updated. The executive orders section was updated earlier today.

While I don't think that the government provides exact information on Obama's schedule and whereabouts (probably due to security concerns), you may have luck by following Obama's twitter feed: http://twitter.com/BarackObama . While I'm sure he doesn't always update it himself (he might, i don't know), it can be a useful tool for finding out where he is and what he's doing at any given time.
