Did Barack Obama break his promise by endorsing CIA's rendition tactics?

He's banned secret overseas prisons and coercive interrogation methods, and is looking into how to ensure that prisoners transferred to other countries are not tortured.

I don't consider any of that to be exactly an endorsement of rendition.
