Brazil is known for its crazy parades.

There is some nudity associated with Mardi Gras in New Orleans, but it's confined to the French Quarter tourist section, and therefore only temporally associated with Mardi Gras, not actually a part of the festival. In fact, locals shun the practice.

Locals do not shun the practice. As with many things, there are different cultures within New Orleans; the artsy types have little in common with either the remaining businessmen or the poor black Baptist/churchy types.

The most nudity is in Rio. Remember that in Rio it is late summer while in New Orleans it is late winter/very early spring.
