I'm not a photo shop expert, but in looking at the "tiger", I notice that the head is cocked in a very "canine" way--which leads me to believe that the "big cat" receiving the attentions of the dog is actually another dog...albeit in tiger's attire.

Two questions:
1) How would the dog have gotten in there? Did somebody throw him over the rickety chainlink?
2) Who would keep a tiger in an enclosure with a rickety chainlink? If this is a zoo, it's in deplorable condition. Look at the algae-infested pond.
3) If it's a zoo and unless the dog immediately bee-lined to the tiger to do its thing, it seems like zookeepers would have responded before the dog got started?
4) Unless that tiger isn't full-grown, doesn't it seem a bit small in relation to the dog?
5) If it's not full-grown, would a young tiger really just stand there for such treatment? Wouldn't it be more inquisitive, playful, aggressive, bouncing around, however young kitties tend to be?
6) Am I over-analyzing this?
