Norman Borlaug is nearly in a class by himself with the development of Dwarf Wheat but I would say Jonas Salk would be a safe bet to be in his league.
The polio vaccine Dr. Salk was able to develop has been saving lives numbering in the millions at least. It would be nearly impossible to estimate the number of additional cases of polio (Poliomyelitis) that would have developed without the development of the vaccine.
By the summer of 1957 over 100,000,000 doses had been distributed and although polio was not always deadly it certainly severely effected the lives of millions. The discovery of this vaccine is one of the most crucial medical breakthroughs in history.
This vaccination still saves lives today.
