Where do u find the blue feather used to propose in Harvest Moon Tree of Tranquility?

the mayor told me about the blue feather but i can't find it anywhere and i've looked around the whole island three times

• are there any requirements needed to see the bird? such as a double bed cause i read that somewhere that u need a double bed.
