I haven't played this game, but I did a little research and this is the response I found: "D/C mode only." Don't know what that means, but maybe it'll help? o_O

But it's strange, because Gold Brains for example I have 10/10 in each level (but just 66% Gold Brains unlock because Director's Cut Mode introduces five more Golden Brains per level). So I should be able to save all civilians in Story Mode even if it does not give me 100 % of course. Besides It's the only civilian I dont't find in Story Mode.

I haven't played Dirctor's Cut Mode, so I don't know, maybe you're right ^^. But it's strange, because Gold Brains for example I have 10/10 in each level (but just 66% Gold Brains unlock because Director's Cut Mode introduces five more Golden Brains per level).
