You will have to buy the Opera DS Browser, at a price. Read about it here:

It isn't cheap and not that great of an experience.

The browser for DS lite has to purchased at a local retailer.
1. Insert the Memory Expansion Pack that comes with your browser into the GBA cartridge slot on your DS. The Memory Exansion Pack does not fit flush against the DS, so don't try to force it.
2. You have to have a wireless network set up at home. The security encryption must be WEP.
3. The first time you launch the browser, you'll be taken to the Setup screen. Follow the prompts to select your language, time zone, and password.
4. Select Nintendo Wi-Fi Connection Settings.
5. Select any empty Connection.
6. Select Search for Access Point and the console will automatically search for access points.
7. A list of any available access points will pop up. Select the one you want, enter the WEP key (password).
8. Hit OK to test the connection.
That's as far as I ever got because my network is encrypted with WEP2 and so I can't use the DS browser.... Anyway, hope that helps. Here's a link to the Nintendo Browser help site if you need more help. You can download a .pdf file of the manual.
