Have you checked out Mahalo's Chrono Trigger DS Walkthrough?

"Chase the rat. When you get close enough to its tail, press A to catch it. It will lead you along a series of walkways. You have until it reach the bottom of the screen to catch it. If you fail, then just leave the area and then come back. The rat will reappear.

Once you catch the rat, it will tell you the password to the control room (the first room you entered when you climbed down the ladder from where the inhabitants were gathered). It says to hold down L and R and press A to activate the switch."
