Why is the ashley biden cocaine incident more focused on her being set up for the video rather than the fact that she did it?

Because the actions of the person allegedly setting her up are far greater crimes than Ashley Biden allegedly snorting cocaine, which he then attempted to profit from. The film wasn't just turned over to the news or the authorities, he was selling it. In addition, the fact that it was a set-up would contradict the original statements of the person filming and thereby casting a new light on his veracity.

I think that is part of what is freaking people out too. The fact that she was allegedly targeted in this instance.
