Not sure how they use them together. One is an alcoholic beverage and the other is a device used to smoke Marijuana.

If the teens you speak of are putting Vodka into the bong, it would simply be a silly waste of Vodka, it would not enhance the effect of the Marijuana in any way.

If you mean to ask "Why do teens put vodka in bongs?" then there is a simple yet gross answer.

I know of people who have filled their bongs (Politically correct: water pipes) with vodka and then smoked them for weeks without replacing the alcohol.

After smoke has passed through the vodka many times the owner will drink the vodka. People have reported feelings of highness mixed with drunk feelings afterwards.

Other than for this reason, which is borderline at the very best, there is no "good" or "useful" reason for having vodka anywhere near a water pipe.

Simple because they can! Apparently there is no bigger buzz than being high and getting drunk, and what is better/easier to get drunk from than vodka. Another benefit from vodka is that it is the only alcohol which doesnt smell, ergo harder to detect for parents, altough this is somewhat irrelevant after smoking marijuana.
