They are still sore about losing the Civil War. One argument went as follows in the Virginia legislature:
"lawyer Robert Lamb of Richmond, a member of the Sons of Confederate Veterans, argued the state shouldn't celebrate a president who "sent armies into Virginia to lay waste to our land.""
Confederate battle flags are still popular in the deep south. They are still whistling Dixie.

I wonder if there are any places that celebrate losing a war, or the people that waged war against them? The Germans joined us in marking D-Day, but didn't exactly celebrate. And I guess the German people generally see it as a good thing that Hitler was defeated, but it's hard to be enthusiastic and have parades about the time you were being bombed and invaded.

Reading the article cited by albanian, it seems rather than "refusing to celebrate", it might be a little bit more accurate to say they will be "low key and restrained" in how they will mark the occasion.
