Definitely Zooey Deschanel. She's quirky and dead pan in so many of her films, and she'd have a lot to room to work on the quirk here driving a U-Haul. She's got a great voice too, so there could be some insane vocals going on in the u-haul. So much room to be creative since we don't really know what that woman was actually doing all that time in the vehicle.

OJ Simpson! Hollywood make-up artists can figure out the technicalities (see White Girls with the Wayans brothers). I say The Juice has experience in police chases, and acting. He's the perfect fit. They wouldn't even have to go over his cues with the director; he knows exactly what to do when surrounded by the po-lice.
